Job Description

The Assistant Director of Human Resources is responsible for administering the policies outlined in the Personnel Policy, overseeing the recruitment/ hiring process,  maintaining permanent records for staff in an orderly and confidential manner, and complies with YMCA policies, state/federal regulations and any and all legal requirements.  Must exemplify that member service is an equal part of any position in the "YMCA" as the technical aspects of each position, and demonstrate a commitment to the YMCA’s four Core Values of Caring, Honesty, Respect, and Responsibility.  

Pay Range:  $50,000 - $65,000 commensurate with experience and education

Qualifications

Bachelor’s degree required; Business Administration preferred 

Minimum of two years’ experience in Human Resources with recruitment experience.

PHR or SHRM-CP certification preferred

BLS, First Aid and Oxygen certifications required within 90 days of hire; training provided by the Y as needed

Must have strong organizational, project management, and creative thinking skills

General knowledge of social media platforms and proficient with Microsoft Office software

Excellent verbal and written communication skills and have the ability to exercise discretion and discriminating judgment. 

Must have exceptional interpersonal skills to be able to interact with and maintain positive relations with applicants, employees, board members, volunteers, business contacts/vendors, and members by demonstrating a commitment to the YMCA’s four core values (Caring, Honesty, Respect and Responsibility)

Essential Functions

Recruitment/Onboarding/Record Keeping:  Manage job postings/vacancies, advertising/recruitment efforts and campaigns for staff positions including employee referral program.  Monitors the status of pending employment applications/resumes. Schedules applicant interviews with CEO, coordinates drug screens, and implements onboarding process for new hires.   Reviews/assists with approvals for interdepartmental transfers and employment documents for new hires and volunteers in conformity with the Salary Administration Plans and established practices for new hires, independent contractors, and volunteers including reference checks, background checks and pre-employment drug screenings. Evaluates existing process of hiring practices to meet the YMCA's needs and ensures compliance with state and federal laws on a regular basis.  Maintain personnel files and required checks for all current and terminated employees as well as handling employment verifications from outside inquiries.

Budget: Assists in the development, administration and oversight of the Human Resources budget. 

Personnel:  Coordinates the recruitment efforts in conjunction with the Associate Human Resources Director and the Management Team to ensure positions are filled and onboarding process is completed timely.  Provide clear verbal and written direction to all levels of staff, volunteers and applicants to ensure compliance.

Compensation/Employee Benefits: Administers and assists with the recordkeeping of the compensation and employee benefits programs, including job descriptions and classifications.  Monitors pay practices for adherence to salary administration plans, Federal and State FLSA laws and related regulatory Acts.

Employee Relations: Serves as a confidant to staff members, provide advice and counsel staff on work-related issues in a confidential manner.  Assist and participate in developing and monitoring employee recognition/incentive programs.

Committees: Assist with preparation, coordination and participation of Human Resources and Risk Management Committee meetings as needed.

Trainings/Staff Meetings: Attend all mandatory trainings within specified timeframes and maintain all certifications/ memberships (as specified by job description) prior to expiration.  Attend all staff meetings, pre-approved YMCA training to remain current with employment laws and regulations and share knowledge with supervisor and/or designees, and assist in training of other staff members.  Provide Human Resources orientations to Management/Supervisors as required.

Risk/Facility Management:  Assist with workers compensation reports and general liability claims.  Report incidents as needed in a timely manner. Responsible for assuring the safety of YMCA members/participants and for the care, maintenance and safety of all YMCA facility/program environments.  Report accidents/incidents/emergencies, in accordance with Westfield Area YMCA standard operating policy within 24-hours to the Chief Executive Officer, Risk Manager and/or designee. Adhere to YMCA confidentiality requirements related to all reported incidents.

Quality Assurance:  Plan, deliver, and maintain quality programs, facilities and program environments.  Follow YMCA best practices for their program/membership discipline and to meet or exceed Westfield Area YMCA’s expectations.

Other Functions:  Make recommendations and/or advise the Associate Human Resources Director regarding best practices and/or federal/state laws in Human Resources and Risk Management.  Periodically perform Manager on Duty (MOD) responsibilities as assigned.  To fill in at other times when necessary and to fulfill any other responsibilities deemed necessary by supervisor and/or designee.
