Job Description

The Operations Director of Community Health is responsible for leading a dynamic, outcome-driven portfolio of programs and services designed to address health disparities, nutrition and food insecurity, improve health education and decrease the prevalence of chronic disease in western North Carolina. The Operations Director of Community Health leads the daily operations of Community Health services throughout the region.  This includes but is not limited to providing support and guidance to staff, participants and volunteers, coordinating services with community partners, healthcare providers, employers, fellow YMCA departments and funders, and ensuring that each program/service achieves quality performance outcomes. This position works with health seekers, employers, community leaders, YMCA leadership and representatives from the public health, clinical, and managed care communities. The incumbent must have a passion for service and improving the health of our community. They must also possess the ability to work with data, lead others, be detail oriented and have exceptional organizational and communication skills. This position must ensure program responsibilities are performed in accordance with the commitments made to funders, partner organizations and the policies, goals, values, and mission established by the YMCA of WNC.

Qualifications

Bachelor's degree in related field and 4 years relevant experience or 5 years of experience in similar position in lieu of education.
4 years professional experience in program leadership, product innovation and fiscal management.

Knowledge, Skills, and Abilities

Must be willing to obtain YMCA Multi-Team or Branch Leader certification within a specified amount of time.
Working knowledge of personal computer skills and experience with standard business software.
Strong organizational skills, the ability to prioritize workloads to meet deadlines, as well as being detail-orientated and conscientious.
Good interpersonal, public relations, and communications skills, including the ability to make presentations.

Essential Functions
  • Represents and promotes the YMCA in the local community and develops positive working relationships with other organizations, businesses, and governmental entities.
  • Oversees the hiring, training, and supervision of staff.
  • Develops, manages, and monitors operating budgets to meet or exceed budget targets.
  • Functions as an expert in Evidence-Based Health Intervention (EBHI) programs and serves as a trusted advisor and partner to center leaders.
  • Develop and implement measures to ensure the following are achieved: integrated marketing approaches, smooth enrollment processes and the regular reporting of core outcomes.
  • Builds capacity of and delivers EBHI programs in a manner that complies with, and or exceeds, published standards of the CDC, YUSA and other applicable organizations.
  • Supports the implementation of regular audits to identify operational efficiencies, program growth opportunities, and ensures that quality benchmarks are met in all aspects of program delivery.  
  • Identifies programmatic issues and provides solutions to department and center leadership to increase participant satisfaction and program outcomes as substantiated by data, surveys, and program audits.
  • In collaboration with association leaders and volunteers, identifies opportunities for innovation, growth and advancement that address community needs.
  • Provides staff training and coaching on program development, fiscal stewardship, innovation, and best practices related to the management, growth, and sustainability of services.
  • Provides positive influence & direction for program leaders that focuses them on meeting and exceeding outcomes verified through quality control audits, surveys, and on-site visits.
  • Coordinates cross-departmental workflow between all program groups and centers to ensure a streamlined flow of information relating to services provided, outcomes, volunteer opportunities, etc.
  • Ensures smooth day-to-day business operations and clear communications between departments, centers and the YMCA Corporate Office.
  • Collects outcome data to ensure program and service fidelity is maintained while also adhering to grant terms and compliance with HIPAA regulations.
  • Analyzes, compiles and presents program recommendations based on participant usage, community data, and availability of funds.
  • Develops, manages, and grows community relationships to maximize collaborative efforts and access to resources, resulting in sponsorships and program growth.
  • Ensures strong financial sustainability through annual campaign involvement, grant writing, federal reimbursements and efficient operations.
  • Supports service line/department in actively working toward association-level objectives, as measured by identified goals/KPIs.

Oversight of YMCA Mobile Market program:

  • Oversight of partner agreement with MANNA Food Bank
  • Oversight of the fleet of vehicles (5)
  • Oversight of HUB space with commercial-grade equipment
  • Seek and manage the required in-kind donated food annually

Oversight of YMCA of WNC DPP and MDPP Programs to include:

  • Management and oversight of state funds for MDPP and adherence to allowable expenditures
  • Adherence to participant and screening metrics outlined by the state
  • Oversight of CDC accreditation with support from YBC
  • Oversight of A1C testing equipment and compliance of proper testing protocol
  • Other duties as assigned.
