Job Description

We are currently seeking a dedicated and motivated Payroll Administrator to join our team. The Payroll Accountant is a key member of the Finance team. Key responsibilities include the administration of payroll. This includes, but is not limited to providing solutions and support for managing and executing biweekly payroll operations, ensure compliance with federal, state and local tax codes and legal regulations are met; and serving as a key liaison with leadership, managers and employees.

Qualifications

-Bachelor’s degree in Accounting, Finance or Business preferred or equivalent experience.
-Eight (8+) plus years of demonstrated experience of Payroll Administration in a complex, multi-state organization.
-Experience with operating software and providing support for payroll administration.
-Demonstrated understanding of HR/Payroll management, ability in streamlining processes and data analysis.
-Strong written and oral communication skills, including the ability to relate to and communicate with users at all levels of the organization in a positive, effective manner.
-Advanced experience in Excel skills (e.g. indexing/Vlookup, pivot tables, filters, tables)
-Ability to train non-technical users in technical topics.
-Ability to work independently and in collaboration with others
-Must be detail-oriented and have strong organizational skills.
-Experience with Paylocity and/or Dayforce

Essential Functions

-Manages and executes biweekly payroll operations, ensuring proper payment of wages and withholdings as well as compliance with federal, state, and local tax codes.
-Provides outstanding user support for Association leadership, managers and employees.
-Develops and implements training for system users; ensures that colleagues are educated and prepared to fulfill their payroll responsibilities.
-Responds to a variety of payroll-related inquires and resolves concerns and discrepancies, regularly monitoring manager requests.
-Reviews and processes all garnishment orders and levies, ensuring compliance with garnishment regulations.
-Prepares associated reports by researching, compiling and analyzing data and performing monthly and annual reconciliations.
-Guides policy and procedure development to ensure effective, transparent, and accurate payroll cycles.
-Develops and documents formal payroll procedures to support changes in regulations and policy. Ensure ongoing procedural and transactional adherence to legal regulations, policy, and procedures.
-Performs periodic internal audits of various payroll and ancillary functions; prepares materials for internal and external audits.
-Works collaboratively with Human Resources team.
-Works collaboratively with accounting team to ensure timely and accurate reconciliations and the accuracy of payroll reporting in relations to general ledger accounts.
-Reviews, verifies, and maintains time and attendance records in the HRIS system. Conducts regular audits of time and attendance records to ensure accuracy and compliance with policy and existing and changing regulatory requirements, including statutory requirements around sick leave and wage and hour administration.
-Coordinates the set-up and termination of benefit plan deductions, contributions and payouts.
-Reviews benefit plan transactions to ensure the correct tax processing of employee fringe benefits and application of appropriate withholding and reporting procedures.
-Coordinate enrollment and eligibility for benefits during onboarding, open enrollment, and qualifying life events.
-Serve as a liaison between employees and benefit providers to resolve issues and answer questions.
-Ensure compliance with federal and state regulations (e.g., ERISA, HIPAA, COBRA, ACA).
-Maintain accurate records of employee benefits data in HRIS or payroll systems.
-Analyze benefits usage and costs to support budgeting and strategic planning.
-Develop and distribute communications about benefits offerings, changes, and deadlines.
-Support audits and reporting for internal reviews and external regulatory requirements. 
-Provide training and guidance to HR staff and managers on benefits-related processes.
-Identifies areas for improvement in both processes and systems; continuously researches best practices and new developments in payroll management and administration.
-Performs such other job-related duties as may be periodically assigned.
