This position supports the work of the Metropolitan YMCA of the Oranges, a leading nonprofit charitable organization committed to strengthening community through youth development, healthy living and social responsibility.  As a member of the senior leadership team, the Chief Human Resources Officer is responsible for leading all of the human resources functions of the organization (both staff and program volunteers) in accordance with the policies and practices of the Metropolitan YMCA of the Oranges and the laws, regulations and administrative rulings of governmental organizations and other regulatory and advisory authorities and organizations. The CHRO is also responsible for strategic human resource planning to provide the organization with the best talent available, positioning the Metro YMCA as an employer of choice by being aware of policies, practices and trends within the industry. The incumbent provides leadership to the development and sustainability of a culture of employee and volunteer engagement to ensure excellence in the membership experience and program delivery across all segments of the Metro YMCA organization.

Qualifications
  • Bachelor’s degree (or equivalent) in Human Resources Management or Business Management or related field.  Master’s degree preferred.
  • YMCA Organizational Leader Certification preferred.
  • Senior Human Resources Certification (SHRM SCP) or Strategic HR Leadership Certification (SHRL – HCI) preferred.
  • Eight or more years of professional experience in all aspects of human resources management and staff development and/or equivalent combination of education and experience.
  • Demonstrated knowledge and professional experience at a leadership level in planning and policy, talent management, selection, compensation, benefits, training and staff development, employee relations, and performance management.
  • Demonstrated ability to relate effectively to diverse groups of people from all social and economic segments of the community and all levels of an organization.
  • Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
  • Proficiency in business and human resources-related computer applications, which may include talent management systems, time and attendance systems, etc.
Essential Functions
  • In partnership with Senior Management, cultivates, develops and sustains a highly engaged staff and volunteer work culture in support of our mission.
  • Provides leadership and consulting support to members of the executive and management team on human resources and volunteer management policy, strategy, structures and practice.
  • Keeps abreast of the latest HR legislation, trends and best practices and ensures the organization is in compliance. Spearheads the development, implementation and communication of supporting human resource and volunteer management policies.
  • Manages relationships with compliance agencies and YMCA legal counsel. Represents the organization vis-vis external agencies such as the EEOC, Human Relations Commission, State Unemployment Commission, etc. in matters regarding employment practices.
  • Fosters a climate of continuous learning and development by providing resources and support for staff and volunteer development in the areas of coaching and feedback, leadership development programming, succession planning, career development, and performance management. Supports management in assessing and evaluating staff development needs and sourcing or developing programs to meet those needs.
  • Develops, maintains, and implements performance management and appraisal programs that support employee growth and development and undergird the organization’s quality standards.    
  • Works directly with assigned committees of the Board to explore strategies, develop policies, oversee policy implementation and meet the related needs of the Board.
  • Works in partnership with other members of the leadership team to advance the organization’s Equal Employment Opportunity and diversity, equity and inclusion policies, practices and initiatives, removing barriers and ensuring a welcoming and inclusive workplace for all. 
  • Oversees talent acquisition and management to include the development of staffing strategies as well as supporting programs and practices.  Identifies and cultivates effective sources for candidates across all levels of the organization. 
  • Oversees the development and implementation of the organization’s compensation programs and practices including job description development and classification, salary structure development and implementation, and the design and implementation of special compensation initiatives in the area of incentive and bonus compensation. Assesses the competitiveness of compensation programs and practices vis-à-vis market and makes recommendations for improvements and changes.
  • Oversees the administration of the organization’s benefit programs to include benefit plan selection, administration, communication, enrollment and compliance. Assesses the competitiveness of benefit programs and practices vis-à-vis market and makes recommendations for improvement and changes. Serves as a key contact and liaison with various benefit vendors.
  • Oversees HR systems and employee records to ensure accuracy and improve the overall operation and effectiveness of the organization.  Ensures timely and accurate submission of data requested by governmental agencies and YUSA.
  • Provides high-level oversight of payroll operations ensuring the execution of biweekly payroll functions and associated reporting, proper payment of wages and withholdings as well as compliance with federal, state, and local tax codes. 
  • Provides direction to assigned staff in the performance of their duties, establishing work priorities in the achievement of strategic and operational goals. 
  • Develops and administers the annual Human Resources operating budget within established policies and practices.
